Cross-Border Resilience & Livelihoods among Pastoralist Communities
Peace and prosperity through collaboration across Kenya, Uganda, and Ethiopia.
Pastoralist livelihoods transcend borders. In the drylands where Kenya, Uganda, and Ethiopia meet, herders share grazing lands, markets, and water — but also face common challenges: climate shocks, insecurity, and limited opportunities.
As part of the Strengthening Innovative Approaches to Promote the Resilience of Agro-Pastoralists in Eastern Africa (SRAPLEA) programme, Herders of the Horn works with partners including Welthungerhilfe, LOKADO, PACIDA, and AFD to strengthen peace, livelihoods, and resilience in these fragile zones.
Women, Youth, and Traditional Institutions Leading Peace and Adaptation
Our efforts focus on:
Supporting cross-border dialogues to prevent and resolve conflicts.
Expanding women’s participation in decision-making and peace committees.
Promoting climate-smart agriculture and livestock health systems.
Establishing Village Savings and Loan Associations (VSLAs) and small-scale enterprises that diversify income.
Scaling Mobility, Resource Sharing, and Policy Collaboration Across Borders
Together we improved access to water and livelihoods; reduced cross-border violence; increased women’s and youth participation in governance; pastoralist perspectives included in IGAD policy frameworks.

The next phase will expand our Community Action Research and early warning systems, institutionalize cross-border peace structures, and strengthen policy advocacy under the IGAD Transhumance Protocol — turning peace agreements into everyday practice.
